In the WPA/BCA rules there is a rule regarding a cue ball in hand foul

3.40 CUE BALL IN HAND FOUL
During cue ball in hand placement, the player may use his hand or any part of his cue (including the tip) to position the cue ball. When placing the cue ball in position, any forward stroke motion of the cue stick contacting the cue ball will be considered a foul if not a legal shot.

My qustion is,I have 'ball in hand' and I drop it to the floor or into a pocket, is that a foul?

I've never heard of that being called a foul. Did someone try to call a foul on you for that? The only other thing that I would think would be a foul in a ball in hand situation would be if you touched an object ball with the cb while trying to place the cb. Maybe someone could consider it to be intentionally giving up ball in hand to an opponent by scratching, but why go through the trouble when you could just turn the cb over to your opponent?

Years ago when I was playing in an APA league, they used to say that the cue ball is alive at all times, meaning if the CB touched anoter ball when you pick it up or placing it on the table it would be a foul, but also droping a piece of chalk on it before you take a shot. If the ball is "alive" at all times then I would think that droping it into a pocket would be a foul as well, BUT I'm interested in how the WPA/BCA would deal with such situation.

BTW no one ever called such a thing on me, I'm very carefull when I get "ball in hand" (no pun intended....)

Sounds like someone was trying to just take advantage of the situation, skor. As far as I know that would not be a ball in hand for the other player. When a player tries to call a foul on me that I know is not one I ask them to show me in the rules where it is a foul.

APA does have some real touchy rules about the cue ball when you're addressing your shots. BCA does not have these rules. If you were to touch any balls when you are NOT shooting it is the opposing player's discression to move the balls back to where they thought the balls were. Vague rule but it is there. Also to address your original question those situations would not be a cue ball scratch in BCA, only if you were actually shooting the ball and drop the cue ball into a pocket.

the ball must be in play to call any foul as far as i know. even if you accidently drop the ball on the table and hit another ball that was in place is not a foul because the ball is not in play. the ball must be in play.

in another words, once the foul has been called and CB is completely at stop, the CB is not in play.
