me and the guys at the pool hall usually play ever game of eight ball racking them in a triangle. Well, this new guy comes in, and when he isloosing bad and is rackin, he does something called a "wing rack", where he moves the last ball on each side toward the middle..? is this allowed..he claims it is a legal rack.
this is what he did:

no it is an illegal rack.

where can i find proof of this at, i need something to print off for proof
look up page 51 of "billiards the official rules and records book",billiard congress of america.
there is only one type of legal rack.

I have never heard of that type of rack. I would suggest when playing him to just before hand disallow the rack regardless of the legalities.

around here its called "giving royalty". i'm not really sure what the point of it is but I remember some idiot doing at the local pool hall to a friend of mines.
I may not be a lawyer (oh, wait a minute, yes I am :D ), but since the rule says that a triangle MUST be used, his attempt to modify the rack would violate that rule (he is creating the rack without using the triangle, even if he used it initially).
The reason for this half-assed rack is fairly simple. People who use it believe that it makes it much more difficult to pocket a ball on the break, and it eliminates the ability of people to use a second or third ball break to try to pocket the 8 in the side.
