if i buy a cue and get it with a 12mm shaft diameter, will the tip also be 12mm or will i have to shave it down myself?

From my experience anything that you recieve will be in playable condition, meaning that the tip will be applied correctly.

That is correct, the tip will already be trimmed and installed properly.
