I've wondered the same thing...other than acceleration I don't know why it wouldn't.

Jumping is easier with a light cue, putting this shaft on a regular butt will still be a heavy jump cue.

Regardless of weight, if the shaft is thick and very stiff jumping is still easy. In fact if the the ball that needs to be cleared is three or four ball widths (or more) it is even easier. The problem with shafts of these types is that the tip diameter exceeds 14mm which, if memory serves me corectly, is the maximum diameter allowed for a tip.

Another consideration when using a combo like this is that the butt of a shooting cue is heavy so when you jack up control becomes much more of a problem. But if the ball you need to clear is a ways away so you don't need to jack up than these can be an effetive tool.

If the blocking ball is far a way, then you can use any cue to jump without spending money on such shaft
