I have the Aramith standard (green box) balls and my cue ball is stained something fierce from chalk, in fact today I picked it up and I can feel the stains are raised slighty, this is probably why I have burn marks where I break. When I play at a tournament or a pool hall the cue balls never have a stain on them at the beginning or end of the session.
Is this a crappy cue ball or is there something I should be doing in the way of maintenance? The cue balls used during tournaments or pool halls are a little glossier and milky in color..

Maintenance is needed... If you have hard stains use SoftScrub cleaner. Regular car wax is used to polish them and give them that glossy look.. In most cases a cleaner/wax will do just fine for cleaning and polishing. Just use SoftScrub for the tough ones. Do not use an abrasive scrubber pad to clean them, it will leave small scratches which will then be easily filled with dirt and chalk.
Hope this helps..
Good pool halls have a ball cleaning machine and they clean the balls at least once a day.
High end balls will get dirty less becouse the density of the material is higher so it's harder for dirt and calk to stick to then, this higher desity is also the reason that the balls look glossier.
You can use windex and a piece of coton cloth to clean and shine the balls, do it after every time you use them.
A friend of mine got this cool gadget, it a soft round brash that can be instaled on a drill and it's an easy and fast way to get the balls clean and give then a very nice shine.

I read the following on this Fast Lary page http://www.fastlarrypool.com/asklarry/balls.htm
Because I am in the business of showing off, and doing extreme things with my cue ball, I do play with a very highly polished cue ball I freely admit. I did not set any of my records with this method, but I play with it. I take my super pro aramith ball which is hot to begin with and get a very fine carnauba white hard wax, hand rub it on the ball, let it dry rock hard, then hand rub it off, which is a bitch to do. I then use a soft liquid wax called McGuire’s, you can buy at Pep boys, and I repeat the same process, apply, let dry, then I buff it off also.
I then spray the ball sitting in a ball tray with #wd40, it does not dry, I come back an hour later, turn the CB & respray the other side. he next morning, 12 hrs later, I take the cue ball & towel dry off the WD 40. Now I have a cue ball hotter than a Puerto Rican credit card. When I draw the CB, it runs like a raped Ape. I don’t want the WD 40 getting on the OB’s, because that is nothing but Silicon grease, which is why I wipe off any that did not dry hard on the CB. Now very little or any cue ball chalk hit marks stick on my cue ball, which is good.
